This series has four subseries; Correspondence; Central Files; Records of the Secretary, Under Secretaries, and Assistant Secretaries; and Records relating to Appointments. Correspondence, with indexes and registers, 1789-1935, consists primarily of many separate series of letters received, 1933-1912, and letters sent, 1833-1909. The series dated from 1789 to 1833 are copies of letters received and sent solicited by the Department from its field offices to fill gaps in the Department's records after a fire in 1833. The letters dated to 1935 are copies of letters sent by the Bookkeeping and Warrants Division, chiefly concerning claims. The main series are arranged according to office - the President, heads of executive departments and bureaus, the Congress, the judiciary, and private individuals - and/or by function - customs, internal revenue, banks and banking, public lands, claims, and personnel appointments. When a function attained bureau status the related correspondence accumulated in the Secretary's Office was generally transferred to the newly created bureau. When a function or bureau was transferred to another department, the accumulated records were transferred to that department. The Central files, 1917-56, are a subject-classified correspondence file that includes records of the Secretary, Under Secretaries, Assistant Secretaries, Assistant to the Secretary, and the former Section of Financial and Economic Research, and comprises reports, correspondence, memorandums, newspaper clippings, drafts of proposed legislation, and other records concerning national, international, economic, monetary, and fiscal policies; relations with Government agencies and officials and the public; and departmental administrative policies. Also included are separate case files containing correspondence with and memorandums about private individuals, and records about tax cases. Records of the Secretary, Under Secretaries, and Assistant Secretaries, 1931-68, maintained in the offices of the officials named, include many informational copies documenting the development of Department policy, particularly in the area of responsibility of the respective Secretary. Included are reports, correspondence, memorandums, and other records of Secretaries of the Treasury George M. Humphrey, 1953-57, Robert Anderson, 1957-61, and Henry Fowler, 1961-65; Under Secretaries of the Treasury A. A. Ballentine, 1931-32, T. J. Coolidge, 1934-35, A. L. M. Wiggins, 1947-48, Edward H. Foley, 1948-53, Marion B. Folsom, 1953-55, Fred C. Scribner, Jr.,1955-61, and Henry Fowler, 1965-68; Under Secretary for Monetary Affairs Julian B. Baird, 1957-61; and Assistant Secretaries Wayne C. Taylor, 1935-39, John W. Hanes, 1938-39, John L. Sullivan 1942-44, John W. Pehle, 1936-46, John S. Graham, 1949-52, and David W. Kendall, 1955-57. Also included are records of Edward F. Bartelt, U.S. Representative to the Fiscal Commission of the United Nations Economic and Social Council, and Fiscal Assistant Secretary of the Treasury, 1947-54. Records relating to appointments 1791-1945, include records of Presidential appointees, 1833-1945; nominations of applications for appointments in the Customs Service, Internal Revenue Service, and other departmental units, 1833-1902; correspondence with the Civil Service Commission, 1882-1910; and lists, registers, and related records of Department employees, 1891-1916.
